Yeah, there was a lot of backlash in making Jim Phelps from the mission impossible tv show the big bad in the Mission Impossible movie. Personally, I think it worked well as it showcased Phelps as a man who became disillusioned after the end of the cold war and became what he hated in order to regain his glory and get rich.

I’d have liked the twists more if they had actually established anyone…we see these people for 5 minutes, and suddenly it “ends”…
