Oh, the sidewalk is, as well as up to half of the street (the centerline) is Vicky’s property. It’s just the easement that the city has in allowing her neighbors the right of way that makes them a public conveyance. That adjectives the ability for utilities easements as well.
Cops are allowed a knock and talk, a warrant or exigent circumstances to get onto her property. But a surveyor can walk right onto her property as part of their job without permission. Thank you Steve Letho.
