Carbon Paper lets you make perfect duplicates of handwritten works. Like signatures. Which Phyllis just established that no, she did not physically sign the documents for the conversion camp.
He didn’t need to forge Phyllis’s signature to do this, he simply stole her signature instead. Which is a different crime than forgery and means that the actual in-story bar association needs to investigate his clients because he may have defrauded THEM with the same methods.
