To my knowledge, that’s never been why hats were banned in high school. I think traditionally, it’s been due to the fact that men take their hats off when going indoors (which dates back at least to the turn of the 20th century), while women didn’t necessarily have to. Given the time period, I could’ve believed Mulroney instituting the rule because of “gang symbols” and not really understanding what that means.
But “distracted by colourful hats”? That’s a new level of incompetence.
