That Swastika seems like foreshadowing, and it’s going to lead into either Ronald being exposed as a Neo-Nazi (or at least supportive of them), or he’s going to be blackballed by DesertStormer and his crew and he’s simply ignorant that they’re Hitler-loving monsters until it’s too late.
If I know Jocelyn, by the time her rescuers arrive, the damsel will have un-distressed herself, and her former captors will be cowering in fear of her.
Steve’s reaction to all of this is pretty interesting. He hasn’t said anything, and his expression hasn’t really changed through this strip in both panels.
Either he’s in shock that any of this is happening, or thinking this plan of Vicky’s isn’t the best idea.

This implies that either Vicky trusts Phyllis enough to know that she wouldn’t sign Jocelyn off to that camp. …OR, in the interim between snooping and visiting with the main cast, she confronted Phyllis and got confirmation it wasn’t really hers.
